ABOUT VIA CDC

VIA CDC is a community development organization whose mission is to be a partner in building strong, healthy neighborhoods. VIA achieves that mission through housing preservation, affordable housing development, equitable economic development, and grassroots leadership development.


VIA's place-based work is anchored in Milwaukee’s near south side neighborhoods of Silver City, Layton Park, Burnham Park and Clarke Square, while its affordable housing development work through the Turnkey Program spans throughout the city.


The Turnkey Program was launched in response to the 2008 economic crisis, after VIA heard from neighbors that an increase in blighted, foreclosed properties were affecting their quality of life. In response, VIA became a certified Community Housing Development Organization (CHDO) — a federal designation that unlocks access to additional affordable housing subsidies — and began combining its borrowing capacity with public subsidies, corporate philanthropic support and community partnerships to develop and sell homes.​​​

To date, VIA has developed 53 homes through renovation and new construction for income-qualified homebuyers earning at or below 80% of the County Median Income, with a focus on reflecting the racial and cultural diversity of each neighborhood.


The Turnkey Program achieves multiple goals: revitalizing foreclosed properties and vacant lots, increasing affordable homeownership opportunities, preventing displacement, and increasing neighborhood home values while also employing minority-owned contractors, and delivering a safe, “turnkey-ready” home that helps families build long-term wealth.


As an implementation partner of the Community Development Alliance (CDA), the Turnkey Program is also helping Early Childhood Education (ECE) Educators buy homes alongside CDA’s other implementation partners Milwaukee Community Crossroads, Rooted & Rising, Habitat for Humanity, and Envision Growth.
